[SMM Hydrogen Energy Policy Express] Zhengzhou, Henan Province: Issues "Notice on Organizing and Launching the Application Work for Hydrogen Energy Pilot Projects in the Energy Sector"

According to the "Notice on Organizing and Conducting Pilot Work on Hydrogen Energy in the Energy Sector," the document states:

Pilot programs are divided into the following two categories:

Project Pilot Programs: These programs aim to promote the application of advanced hydrogen energy technologies and key equipment through project-based pilots, support the validation of the feasibility and effectiveness of various standards, and explore project development plans that are technologically advanced, have clear models, and are replicable and scalable. Project pilot programs are submitted by the project owner, focusing on a single pilot direction. In principle, relevant projects should have completed authorization and filing procedures to ensure the smooth operation of pilot projects. These projects should have clear business models, significant cost-effectiveness, and outstanding carbon reduction effects. They should support the application of breakthrough achievements from major national science and technology projects, key national R&D programs, first-of-a-kind (set) major technical equipment, and R&D innovation platforms in the energy sector. These programs should support the creation of new scenarios, models, and mechanisms for the promotion and application of technological and equipment achievements, and consolidate and enhance the innovation and competitiveness of the hydrogen energy industry.

Regional Pilot Programs: These programs aim to promote the establishment and improvement of cross-departmental collaboration mechanisms and management models for hydrogen energy, explore innovative and sustainable mechanisms for realizing green value, and coordinate the integration of various policy resources. Regional pilot programs are submitted by the leading city, with no more than three covered cities. These programs can coordinate and organize the implementation of relevant projects, covering multiple pilot directions in the "production, storage, transportation, and utilization" of hydrogen energy. Relevant cities should have systematically carried out hydrogen energy industry development planning, with significant economies of scale in supply and consumption, outstanding potential for coordinated regional development, and clear infrastructure development paths. By establishing and improving hydrogen energy project management norms, improving the construction of public service platforms, exploring mechanisms for the local consumption of renewable energy and the realization of green value in hydrogen energy, these programs should leverage the support of various markets and resources for the hydrogen energy industry.

The pilot directions include:

1. Hydrogen Production: Large-scale hydrogen production and integration, advanced flexible off-grid hydrogen production, and comprehensive development of clean and low-carbon hydrogen energy.

2. Hydrogen Storage and Transportation: Large-scale and long-distance transportation, as well as high-density and diversified storage of hydrogen energy.

3. Hydrogen Energy Application: Green substitution in oil refining and coal-to-oil and gas processes, power and energy supply through hydrogen-ammonia fuels, long-term and efficient operation of hydrogen energy storage, and comprehensive application in the energy sector.

4. Common Support: Hydrogen Energy Demonstration and Experiment Platform, Pilot Work on Low-Carbon Transition of Hydrogen Energy.
